Where should you apply?

It often happens that the site is located on the border of the distributed areas of responsibility of two suppliers. In this case, the connection in your house will have to be carried out by the company to whose facilities (substation, poles or some other property) you are closest.

How to do it?

In order to connect a rural house or other types of private property to the power grid, you will need to file an application with the appropriate company, and indicate the following in it:

  • Passport data. It is possible to enter them from some other document proving your identity (for example, from rights), but it is better to coordinate this with your company in advance.
  • The exact address of the facility that will be connected to the supply network. For example, you can specify the exact address where your rural house is located.
  • A complete list of devices that will be connected, as well as their total power in "kW".
  • The timeframe in which you plan to complete the design, as well as commission the connected equipment. This information can be clarified with the installation or design company.

Additional documents

In addition to the application itself, the energy supply organization may require an additional list of documents from you, namely:

  • Passport or any other document specified by you in the application.
  • Proof of your ownership of the home.
  • An identification number.

It often happens that the total distance between the connection point and the border exceeds the specified one, that is, it is more than 300 or even 500 meters. In this case, the supplier has up to two years to lay the line, but at the same time, payment for all work will be calculated at an individual rate, which, accordingly, exceeds the standard one. If desired, the client can speed up the introduction of electricity into the house, but all work in this case will also be carried out exclusively at his expense. Price

District electrical networks are available to all people living near them at a price of no more than 550 rubles per connection, if the total estimated energy consumption does not exceed 15 kW. In other words, if the application indicates a power of no more than 15 kW, then in this case no one has the right to demand all kinds of additional payments from the owner.

Such situations, of course, are not so frequent, but from time to time it happens that the company that owns the district electrical networks informs the owner of the house that it will be necessary to pay extra for certain works separately. If all the terms of the drawn up technological connection agreement fully comply with the requirements of the current legislation, then in this case the chairman must sign it within the next 30 days, returning one of the copies to the address of the network company. If some norms do not comply, a reasoned refusal to sign the paper of the network organization should be sent, which after that will have five days to eliminate these comments.

After the final signing of the contract, SNT must comply with all specified technical conditions. In particular, at the expense of the members of this community, the construction of all kinds of other necessary equipment is carried out on the territory, while network company will organize the execution of work to the borders of SNT.

Tariffs in this case are standard - no more than 550 rubles for each of the participants, if they consume less than 15 kW. The only thing worth noting in this case is that for each of the members the total connection price may increase and the cost of the costs necessary to build a power line within the SNT itself, since such construction is not included in the network company's obligations.

The timing of such accession

The total period must not exceed:

  • 6 months if, in total, all SNT members consume no more than 100 kW, and the total distance from the community boundaries to the nearest network organization facilities is less than 300 meters in urban areas and 500 meters in rural areas.
  • 12 months if the above conditions are not met, but the total power consumption is less than 750 kVA.
  • 24 months if the total power consumption is more than 750 kVA. In this case, the network company may also provide for other technological connection periods, but in any case they should not exceed four years.

After the technological connection is made, the grid company must draw up and transfer to the consumer an act delimiting the balance sheet ownership of the parties, as well as their operational responsibility. Together with this document, a technological connection act is provided, and all documentation is issued absolutely free of charge.

When all activities related to the technological connection are completed, SNT will have to conclude an energy supply agreement with a supplier of last resort.

The grid organization has no legal justification for refusing to connect the consumer to the power grid in the SNT (if all connection rules are followed).

Getting permission to connect

There is one caveat - if the pole from which electricity is connected is located more than 25 meters from the extreme line of the land, then another pole will need to be installed to conduct electricity to your territory.

The connection period can be up to two years (if another period, but not more than 4 years, is not provided for by the terms of the investment program or the current agreement), if the maximum capacity of the connected objects is more than 750 kW.

The cost of connecting electricity to SNT, taking into account consistency

  • an application for connecting an object is submitted by an individual. a person or an entrepreneur (IP);

  • a connection is made for the 3rd class of network reliability (a single source of power supply is provided);

The network organization is engaged in the execution of work on laying the power grid and installing a transformer substation (transformer substation) to the extreme point of the land plot. There is no additional fee for these services - the subscriber pays only the indicated 550 rubles.

For any SNT (DNP or garage cooperative, other associations of non-commercial persons), the price for connection will be no more than the specified amount, provided that up to 15 kW of electricity will be provided for each member of the relevant organization.

Connecting electricity to the house: where to start?

A long way to design electricity begins with the design of the Technical Specifications (hereinafter referred to as TU). For this paper, you need to contact the local power grid organization. Regardless of the presence or absence of the technical feasibility of technological connection on the date of the applicant's application, the grid organization is obliged to conclude an agreement with the persons specified in paragraphs 12.1, 14 and 34 of these Rules (individuals up to 15 kW, legal entities and individual entrepreneurs with a capacity of up to 100 kW) who applied to the grid organization with an application for technological connection of power receiving devices belonging to them on the basis of ownership or on other grounds provided for by law (hereinafter referred to as the application), and also to carry out measures for technological connection in relation to power receiving devices of such persons " .

When submitting an application for a TA agreement, it must be remembered that the application must be written in 2 copies and one with the date and signature of the person who accepted the application, left and kept. This action will make life easier in the future, because. from the moment you submit your application, the network organization will have 30 days during which it is obliged to conclude this agreement with you and hand over the specifications.

If, after 30 days, no contract is concluded with you and you don’t see any papers (as often happens), then you will have a trump card in your hands, in the form of a second copy of the application with the date of its acceptance, with which you can apply to various authorities with complaints that network organizations ignore and do not comply with government regulations.

Connecting to the power grid: technical conditions, who and how to perform them.

We go further, you are lucky and after 30 days you were given a technological connection agreement with technical conditions, do not rejoice ahead of time. Before signing any documents, read them carefully to see if they contain any catch.

The first thing to remember is whether there are any redundant requirements in relation to the applicant in the TS. (as amended by Decree of the Government of the Russian Federation of 21.04.2009 N 334), the parties (the grid organization and the applicant) must carry out measures for technological connection within their boundaries of balance sheet ownership. Here you need to remember that if from the boundaries of your site, the distance to the nearest connection point (VL-0.4 kV or KTP) does not exceed 500 meters in rural areas and 300 in urban areas, then all activities (construction of lines, installation of wires and etc.), outside the site belonging to you, must be carried out by the network organization, within a period not exceeding 6 months.

Also, often in the technical specifications for connecting physical. persons up to 15 kW, you can meet the requirements for the implementation of the project for electricity supply - this is an excessive requirement

In accordance with the Rules for the technological connection of power receivers of consumers of electrical energy, facilities for the production of electrical energy, as well as electric grid facilities owned by grid organizations and other persons, to electric networks (approved by Decree of the Government of the Russian Federation of December 27, 2004 No. 861):

Clause 18 "Measures for technological connection include: ... c) the development by the applicant of project documentation within the boundaries of his land plot in accordance with the obligations stipulated by the technical specifications, except for cases when, in accordance with the legislation of the Russian Federation on urban planning activities, the development of project documentation is optional;"

Urban Planning Code of the Russian Federation, clause 3 of article 48:

"The preparation of project documentation is not required during construction, reconstruction, overhaul objects of individual housing construction (detached residential buildings with no more than three floors, intended for one family). The developer, on his own initiative, has the right to ensure the preparation of project documentation in relation to the objects of individual housing construction.

The absence of a project in cases other than the above may prevent not only technological connection to electric networks, but also obtaining a building permit (Urban Planning Code).

Moreover, apparently, the power supply project is part of the "architectural and construction design" defined by the Town Planning Code, since the established composition of the relevant project documentation includes "information about engineering equipment, about engineering networks".)

And now, you have signed specifications and an agreement for those. accession. The question arises what to do next. It is necessary to fulfill all the points of the technical conditions, namely the requirements for the applicant and, if any, General requirements. We carry out technical measures, namely: installation of the metering station at the border of the balance sheet (on the outer wall of the house or on the support of the 0.4 kV overhead line), we mount the wires from the metering station to the border of the site (with a margin, so that later, at the time of connecting them connected to an existing or newly built power line). All registration comes down to obtaining several papers:

1. the act of entering or inspecting the metering device;

2. an act of delimitation of balance sheet and operational affiliation;

5. Contract for electricity supply.

For this paper, you need to apply to the network organization, namely to its division of district electric networks (RES), to the head or master of electricity metering. Getting this paper comes down to the following.

Having completed the installation of the metering unit, you bring a representative of the network organization to the place where he carefully examines the metering device and, if everything suits him, seals it and issues an act of putting the metering device into operation. It is also possible that the sealing will be made after the voltage is applied, in this case, ask the representative of the network organization for an inspection report of the metering device.

Connecting electricity: An act of delimitation of balance ownership and operational responsibility

It is also issued in the RES, but you already need to contact the head or chief engineer. This paper will describe in detail the scheme of your connection and who is responsible for what. Simply put, it will be written what you are responsible for (and these are the input wires to the house, the electricity metering unit and internal wiring at home) and a network organization (this is a 0.4 kV overhead line (from which you were connected, a transformer, etc.)

Issued by a network organization. This paper should indicate that you have completed all the points of the technical specifications and that you are actually ready to be turned on.

Electricity connection: Certificate of inspection (permission) of the electrical installation

Previously, this paper was issued by Rostekhnadzor, but according to new requirements given function moved to a network organization. So for this paper we turn again to the address of the network organization. This act can be obtained, as a rule, having 3 of the above acts in hand.

Electricity connection: Electricity contract

For the contract, you no longer need to apply to the network, but to the sales organization (that is, to whom you will pay bills for the consumed electricity). The contract must be applied for after receiving all of the above acts. The contract for electricity supply is the final stage in this difficult way of connecting to the electricity grid.

Having the contract in hand, we return back to the distribution zone, show it (the agreement) to the head or chief engineer, give copies of all the above acts and connect, by the forces of the distribution zone, electricity to our land holdings.

All of the above describes the connection procedure in general terms (typical requirements) and, depending on your location, these requirements may be less or more stringent.

The procedure for obtaining technical conditions and connecting any object to the power supply in the Russian Federation is regulated by the "Rules for technological connection ...", adopted by Decree of the Government of the Russian Federation No. 861 of December 27, 2004, the last changes to which were made in 2017. This document determines the regulation on how to get the opportunity to connect to electricity to individuals and legal entities that are consumers, as well as entities engaged in the production and distribution of electricity - power plants and power grid enterprises. Consider the procedure for obtaining technical conditions for the power supply of a private house, garage, land and other objects owned by a private or legal entity.

Established procedure for obtaining technical conditions

The first thing to do is to be clear. In accordance with the rules in force in the Russian Federation, technical conditions are an integral part of the technological connection agreement, that is, technical specifications (technical conditions) are not an independent document, and their receipt without an agreement is not provided. In order to be able to connect the power plant to electricity, the following steps must be completed:

  • Submission of an application for the conclusion of an agreement and receipt of technical conditions to the network organization.
  • Signing of an agreement regulating legal and technical aspects technological connection.
  • Fulfillment of technical conditions and other clauses of the contract necessary in order to be able to connect electricity.
  • Obtaining a permit for connection to the power supply of the Applicant's facilities, issued by the authorities of the State Energy Supervision Authority.
  • Implementation of the connection of the Applicant's facilities, carried out by the grid organization in accordance with the technical conditions.
  • Drawing up an act of the established form, certifying the implementation of the connection in accordance with the technical conditions.

The procedures listed above are necessary in the following cases:

  • When it is necessary to obtain technical conditions for connecting a new facility to the power supply.
  • With an increase in the volume of the operating object.
  • When changing the power supply scheme. For example, if you need to get a different category of power supply reliability, change the connection point of the object.

The application is submitted to the grid company whose power supply facilities are closest to the Applicant's site. The proximity of energy facilities determines easier technical conditions that allow access to electricity. The application form can be either paper, sent by mail, or electronic, that is, submitted via the Internet, on the website of the organization providing electricity. A sample application to be filled out can be obtained by downloading the appendix to the Rules.

A grid company that has received an application for concluding an agreement and obtaining technical conditions (TS) for connecting to electricity is obliged, within 15 days from the date of receipt of the application, to send to the applicant a paper version of the completed and signed agreement in two copies and the technical specifications that are an integral part of this document . This obligation is also valid in the case when the applicant used the Internet to submit the application and submitted it on the company's website.

If the technological connection to electricity is carried out in accordance with an individual power supply project, the signed version of the contract and the technical specifications are sent to the applicant within three days from the date of approval of the cost of the technological connection. Approval of the cost of connection to electricity is carried out government agency authorized to regulate electricity tariffs. In the event that an applicant submits an application for technical conditions for the temporary connection of electrical installations to the network, the grid company sends a draft contract and technical specifications to him within ten days from the date of application.

In the event that the technical conditions for the connection of electricity must be agreed with the System Operator, the term for preparing the draft contract and technical conditions (TS) may be extended by the grid company for the time necessary to obtain such approvals. In this case, the network company informs the applicant about it. Sending documents in this option is carried out within three days from the date of receipt of the necessary approval.

In turn, the applicant, who has received from the network organization a signed draft contract and technical conditions (TS), must send to its address one copy of the document signed by him within thirty days. If the applicant does not agree with the provisions of the draft sent to him, he must send a reasoned refusal with a protocol of disagreements, which indicates changes in the text of the contract and technical conditions (TS), the introduction of which is necessary in his opinion. All this must be done within the same thirty days.

After the contract for technological connection for supplying electricity is concluded, the grid organization within two days notifies the market entity through which the applicant is going to get access to electricity to supply the facility, and conclude the corresponding contract. At the same time, the grid organization sends to the electricity supplier a copy of the contract with technical conditions, as well as copies of the applicant's documents.

What documents are needed to obtain TU

According to the rules, in order to be able to connect electricity, the following documents must be attached to the application:

  1. Scheme of the location of electrical installations for which it is necessary to obtain permission to connect to the power supply.
  2. Wiring diagram (single-line) of the applicant's networks. The requirement applies only to networks of 35 kV and above.
  3. List of electrical installations with indication of their power. Refers to devices that can be connected to emergency automation circuits.
  4. A copy of the title deed relating to the connected object.
  5. For legal entities, it is necessary to obtain an extract from the Unified State Register of Legal Entities.

For individuals applying for the conclusion of an agreement and obtaining technical specifications for the connection of electrical installations with a capacity of not more than 15 kW, intended for needs not related to the functioning of the business, the following data must be provided:

  • Full name and passport data of the applicant, or data of another document that can verify the identity of the applicant in accordance with the current laws of the Russian Federation.
  • A document confirming the place of residence of the applicant.
  • The maximum value of the requested power of electrical installations, which they are able to receive at the applicant's facility.

The contract for connection to electricity contains a list of technical measures, the implementation of which is mandatory for the provision of electricity. The activities and those responsible for their implementation are listed in the attached technical conditions.
